Perhaps steam it first…and then fry it.
That’s silly. If you fry the fish and then steam it, any crispiness will get soggy from the water vapor.

no crispy skin though-I would fry the skin side first, then steam it in this way
I’ve done this dish. Except I like to squeeze some lemon juice over the salmon in addition to garlic salt before placing it in the oven. Yum!
